Operational Services is Richland County’s internal service department, delivering responsive, high-quality support in Facilities Maintenance, Custodial Services, Grounds Maintenance, Construction Management, Printing Services, and Mail and Courier Operations.

Our team safeguards public facilities, keeps spaces safe and clean, and ensures every department can serve residents, businesses, and visitors efficiently.

Operational Services maintains 2 million+ square feet and runs daily courier routes connecting 20+ County locations.

What We Do

  • Facilities Maintenance: 24/7 upkeep, preventive maintenance, and rapid repairs for all County buildings and systems.
  • Custodial Services: Daily cleaning, sanitation, and specialized floor care that create welcoming, healthy environments.
  • Grounds Maintenance: Year-round landscape maintenance and beautification of County campuses, and public spaces to ensure accessibility and curb appeal.
  • Construction Management: End-to-end project management—planning, budgeting, contracting, and quality control—for new builds, renovations, and equipment replacement/capital maintenance.
  • Printing Services: High-volume, professional print and reprographics, from brochures to secure documents, at competitive internal rates.
  • Mail and Courier Operations: Seamless document and parcel distribution, interoffice routing, and liaison with external carriers for time-critical deliveries.

Eric Williams is a public sector leader with 20+ years of experience in building safety, code enforcement, and facilities management. He’s a certified Master Code Professional with an MBA, known for his expertise in inspections, ADA, floodplain management, and leading major infrastructure and emergency projects.
