The Government and Community Services Department connects Richland County residents with their local government, working every day to strengthen relationships, encourage civic participation, and support thriving, engaged communities.

We serve as a bridge between County government and the community by:

Phillip Harris
Director Harris has over 20 years of experience building a welcoming environment and creating leaders. He has a Bachelor of Science degree in Psychology from the University of Pittsburgh, Masters in Education from California University of PA, and a Doctoral degree in Education Leadership from Youngstown State University in Ohio.
