Community Development Block Grant Disaster Recovery
In October 2015, Richland County experienced unprecedented and historic rainfall and flooding as a result of Hurricane Joaquin. The severe weather event caused significant damage to homes, infrastructure, businesses, and communities throughout the County, creating substantial unmet recovery and housing needs. The magnitude of the disaster required a coordinated response at the federal, state, and local levels to assist affected residents and communities with recovery and rebuilding efforts.
Richland County developed its Community Development Block Grant–Disaster Recovery (CDBG-DR) Action Plan to establish a comprehensive framework for the use and administration of federal disaster recovery funds received in response to the impacts of Hurricane Joaquin. The Action Plan identified the County’s unmet disaster recovery needs, established eligible recovery activities, and outlined how CDBG-DR funds would be prioritized and distributed to support long-term recovery efforts. The CDBG-DR Action Plan was approved by the U.S. Department of Housing and Urban Development (HUD) on November 16, 2016, allowing Richland County to move forward with the implementation of approved disaster recovery activities and programs.
Richland County initially received a total of $30,770,000.00 million in CDBG-DR funding following the Federal Register notice dated December 18, 2015. The County subsequently developed a CDBG-DR Action Plan identifying the disaster-related unmet needs and establishing the programs and activities through which the funds would be administered. HUD approved the County’s CDBG-DR Action Plan on November 16, 2016, authorizing the County to begin implementing eligible disaster recovery activities.
