The Richland County Treasurer’s Office is a leader in the delivery of services through the utilization of innovative technology and best industry practices while maintaining financial integrity and public trust through accuracy and accountability.
We are the first county in South Carolina to offer self-service tax payment kiosks where citizens can visit the local park and recreation center or magistrate office to utilize a free-standing kiosk that will deliver an immediate paid receipt. We have expanded our planned payment program to allow taxpayers the ability to make installment payments online.
What We Do
- Collect taxes (Real Estate, Vehicle, Personal Property, and Business Taxes)
- Maintain the County’s bank accounts
- Manage the investments of County funds
- Disburse funds to the county’s millage agencies as approved by the Council in the annual budget
- Act as the paying agent for bonds and other debt issuances for the County and millage agencies
- Provide tax information to both the public and legal professionals
- Refund overpayments due to bill adjustments determined by the Auditor or Assessor
- Manage the County’s annual Tax Sale

Kendra L. Dove
Kendra L. Dove was elected Richland County Treasurer in November 2022, becoming the first African American and only the second woman to serve in this role. Prior to her election as Treasurer, Kendra served as Deputy Treasurer for over sixteen years.
