The Richland County New Development Division helps guide responsible growth across the County. We review engineering plans to ensure construction projects meet stormwater requirements before a grading permit is issued. We also make sure new subdivision plans follow the County’s Land Development Manual (LDM).
Our team conducts plan reviews and on-site inspections to confirm that construction follows approved designs. This protects our environment, manages stormwater properly, and supports safe, well-planned development in Richland County.
The New Development Division promotes smart and sustainable growth by overseeing new residential, commercial, and infrastructure projects. We work to strengthen communities while protecting natural resources and ensuring long-term environmental responsibility.
We also manage Richland County’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit. This program plays a key role in protecting local waterways by reducing stormwater pollution from development and ensuring all projects meet federal and state environmental standards.
