United to Strengthen Resources for Residents and Veterans of Richland County

The Legislative Delegation Office serves as liaison between the various levels of government, individual citizens and the elected Senators and House Representatives of Richland County, in the South Carolina General Assembly.

In dual operation, this office also manages Veterans’ Affairs. Staff is authorized, by law, to assist veterans and their dependents with applying for Federal, State and County benefits.

What We Do

  • Facilitate community/citizen engagement with respective local Senator and House Representative of SC General Assembly
  • Coordinate appointments to local state boards and commissions
  • Process and coordinate certifications of notary applications for Richland County
  • Assist veterans and their dependents in determining Federal, State and County benefits eligibility
  • Assist veterans in navigating services through collaborative efforts with other community organizations

Community Engagement

Community engagement in a legislative and veterans dual service environment plays a vital role in building trust, addressing local needs and ensuring the voices of both constituents and veterans are being heard and represented.

We value opportunities to collaborate with service organizations, and maintaining open lines of communication to foster strong relationships with the community. This engagement helps shape responsive policies, connect veterans with essential benefits and supports; and, promote civic participation in legislative processes.

Kimberly A. Janha, Ph.D., Executive Director

Dr. Kimberly Janha is a 20-plus year servant in the office of the Richland County Legislative Delegation and Veterans Affairs. Dr. Janha identifies as a servant-leader who believes that social challenges are most effectively addressed through intentional collaboration. This belief was influenced by her studies in Sociology/Social Work (BA), Human Resources Development (MA) and Human Services/Public Service Leadership (PH.D); from the University of South Carolina, Columbia; Webster University and Capella University, respectively. Kim treasures time with her family and friends, serving kinship care families through her nonprofit, Kindred Hearts South Carolina; and, attending a University of South Carolina Women’s Basketball game. Dr. Janha has chosen to live by this mantra “The best way to find yourself is to lose yourself in the service of others.” - Mahatma Gandhi

Kenneth Brown, Veterans Affairs Officer

Kenneth Brown, current County Veterans Affairs Officer, is a retired Technical Sergeant of the United States Air Force. He served as an Aircraft Maintainer and Flight Line Supervisor during Operation Enduring Freedom. After serving our country for 25 years, Tech. Sergeant Brown served in leadership with Michelin North America for over 20 years. Kenny is a skilled trainer and dedicated servant who believes in serving with empathy and honesty to ensure veterans and their families are informed of benefits and services on the local, state and federal level. Tech. Sergeant Brown has a BA in Organizational Management from Claflin University. He enjoys spending time with his family, fishing and playing Tennis. Technical Sergeant Brown lives with the belief that one should be “Always Willing to Serve.”
