Who We Serve
Richland County Animal Services provides enforcement of the Richland County Animal Ordinance and provides Vector Control services to the unincorporated areas of Richland County as well as to the following municipalities: Town of Arcadia Lakes, Town of Blythewood, Town of Eastover, Town of Forest Acres, and the Town of Irmo.

We are dedicated to safeguarding our community's health, safety, and well-being.
Department Head
James Hill
Director Hill brings more than 25 years of experience in animal services, animal control, public administration, and organizational leadership to the position. Hill previously served with Richland County Animal Care as an assistant director manager. Most recently, he served seven years as director of Augusta Animal Services in Augusta, Georgia.
