The commercial plan review process involves submitting plans to applicable departments for review and approval before construction can begin. Step 1.Register Online

Richland County eTrakit

  • Create an account with Richland County Development Services to apply for permits and projects online.

Step 2.Site Plan Submittal

  • Submit site plan online for review.
  • Reviews are completed within 30 calendar days.
  • Review action:

Disapproval → Revision letter with specifics is uploaded to your online account*
*Must be submitted under the same review process

Approval → Approval letter is uploaded to your online account.

Step 3.Apply for a Land Disturbance Permit

  • Upon approval of your site plans apply for a Land Disturbance Permit*
    *Land Disturbance Permit must be issued before starting any site work

Step 4.Apply for Building Permit

  • Building Division link

Step 5.Closeout Process

Schedule inspections via your online account or by calling 803-576-2140.

Required inspections (in order):

  1. CBD Planning Final
  2. CBD Fire Final (if applicable)
  3. COMM Final (Building) — only after all other inspections and sub-permits are complete

Step 6.Certificate of Occupancy (CO)

  • Once all requirements and inspections are complete, the CO is issued and posted to your online account.
