Engineering
Richland County Engineering Division works to provide comprehensive oversight of the County’s transportation and infrastructure systems. Through the application of sound engineering principles, the Division supports the maintenance and enhancement of public infrastructure to ensure its continued safety, efficiency, and reliability.
Traffic Operations
The Traffic Operations Division is responsible for the installation, inspection, and maintenance of traffic signals, traffic control devices, and signage related to traffic calming measures. The division also identifies, plans, designs, and manages the construction of safety and capacity improvements, such as turn lanes, median modifications, and sidewalk enhancements. These multi-scale projects are designed to improve traffic flow and enhance public safety.
Residents interested in requesting traffic calming measures—such as speed humps—are encouraged to contact the Ombudsman. All requests will be reviewed and investigated to determine if the location meets the necessary criteria for implementation.

Roadway and Bridge Inspection Management
The Roadway and Bridge Inspection Management team oversees consultants responsible for the study, design, and permitting of major roadway capital improvement projects. This process begins with the selection of qualified consultants and continues through all phases of planning and design. The team works closely with various agencies to ensure full compliance with applicable local, state, and federal regulations.
Road Construction / Construction Engineering and Inspection (CEI)
The Road Construction/CEI team consists of experienced inspectors with expertise in contract administration. Their primary role is to ensure that all capital projects undertaken by the Transportation Section—including roadways, sidewalks, and traffic signal infrastructure—are built in accordance with approved plans and specifications. The team provides oversight of contractors and consultants to ensure high-quality construction that is delivered on time and within budget.
Right-of-Way Administration
The County Right-of-Way Administrator is responsible for securing signatures on right-of-way deeds, easements, and permissions associated with the County Road Maintenance System and capital improvement projects. Once finalized, all new deeds and easements are officially recorded with the Register of Deeds.
The Right-of-Way section also maintains several key databases for Richland County, including:
- A registry of roads and subdivisions owned by the County
- Records of drainage easements acquired by the County
- A log of encroachment permits issued by the County
County Survey Crew
The County Survey Crew primarily supports the Public Works Department, while also helping other County departments on land-related and drainage issues. Their work includes both document research and on-site field surveys to support planning, design, and maintenance efforts.
Typical responsibilities of the survey crew include:
- Conducting research and field surveys to support the design and resolution of storm drainage issues
- Surveying County-owned properties upon request
- Providing consultation to County departments on land and boundary matters
- Performing construction staking for County infrastructure projects
- Completing as-built surveys for projects constructed by County crews
These services ensure accurate data collection and support the effective development and maintenance of County infrastructure.
