The County Administrator executes the policies, directives and legislative actions of Council, manages and coordinates operations, prepares operating and capital budgets and performs essential duties in overseeing the daily and long-term activities of Richland County Government.

Leonardo Brown

Leonardo Brown serves as County Administrator (CA) for Richland County (South Carolina) Government. In his CA role, he is responsible for oversight of all departments responsive to the County Council, and for the proper administration of all affairs under the jurisdiction of County Council, with general guidance and policy direction provided by eleven (11) Members of Council.

His routine duties for the organization include providing: Executive Leadership, Strategic Planning, Financial Planning & Budgetary Management, Property & Equipment Management, Talent & Team Development, Crisis Management, and Council, Community, and Media Engagement.

Prior to coming to Richland County, Leonardo served as County Administrator for Smith County (Texas) Government for just shy of five years and before that as Director of Human Resources for almost six years. Mr. Brown has 20+ years of progressive management and leadership experience in the private and public sector.

Prior to his government work, he served in various leadership and management capacities for Enterprise Rent-A-Car. He was employed with Enterprise Rent-A-Car for thirteen (13) years where he advanced from the position of intern to Area Rental Manager.

In addition to his industry experience, Leonardo served as a Deacon for the North Tenneha Church of Christ in Tyler, TX. He was ordained as a Deacon in December 2012, responsible for the direction of the Education Ministry.

A native of Shreveport, Louisiana and a graduate of C.E. Byrd Math/Science Magnet, Mr. Brown earned his Masters of Business Administration from Louisiana State University (Shreveport), a Bachelor of Arts Degree in Economics from Dillard University, and his Certified Public Manager (CPM) credentials from Stephen F. Austin State University.

A strong advocate for professional development and continuing education, he is a Level I and II graduate of The Institute of Government for County Officials, a recipient of the NACo Professional Development Academy Master Certificate for High Performance Leadership, a Riley Institute Diversity Fellow, and a graduate of Leadership South Carolina.
