Board of Assessment Appeals

Purpose
An independent and neutral body to review property tax disputes between the Assessor and the Taxpayer. The Board is charged with making a fair and impartial decision that takes into account the facts as presented by the Assessor and the Taxpayer along with applicable South Carolina law.
Meeting Schedule
Frequency: 2nd Tuesday of the month (when there are appeals to be heard)
Time: 1 p.m.
Location: 2020 Hampton St.
Duration: 3-4 hours (approximately)
Membership Details
Seven members appointed for three-year terms.
- Three appointees are made by County Council. One shall be a person actively engaged in the real estate business.
- One appointee is made by each of the following: Columbia City Council, Richland School District One Board of Trustees, Richland School District Two Board of Trustees, and Lexington/Richland School District Five Board of Trustees.
- Members shall not serve more than two consecutive terms; however, upon service of two consecutive terms a member may be eligible for reappointment after one year of non-service.
Preferred Qualities
Members should have a background in one of the following:
- Appraisal
- Real Estate Development
- Condemnation
- Real Estate Litigation matters
