The Special Services Division is committed to effectively managing a pool of inmates and community service personnel to provide essential labor support across all Richland County Government Departments.

Mission

The mission of the Special Services Division is to ensure the health and safety of Richland County citizens and enhance the efficiency and beautification of the County.

Special Services commits to a clean, beautiful, and litter-free environment through conducting a community clean sweep program, an inmate labor program, an enforcement program, and a community service program to provide services to all of Richland County.

Community Clean Sweep Program

The Community Clean Sweep Program helps citizens dispose of unwanted items that are not accepted through Richland County's standard curbside collection. It provides an opportunity for citizens to clean out their closets and garages and spruce up their yards, contributing to the beautification of their neighborhood.

Request a Clean Sweep

To request a Clean Sweep, an active community leader or a Homeowner Associate's staff member should contact the Richland County Ombudsman's Office at 803-929-6000.

Important Reminders

  • The clean sweep will begin at 8 a.m. on the scheduled date and will continue daily until completion.
  • Each road will be visited only once—items should be placed curbside for collection before the scheduled start time.
  • Items placed for removal will not be emptied and returned.

Inmate Labor

Special Services Inmate Labor Section effectively manages a pool of Department of Corrections inmates in order to provide essential general labor support to all of Richland County.

Inmate Labor and Equipment Operators are used to assist Richland County Departments, Divisions and other agencies in various capacities to include picking up illegal dumps.

Through structured oversight and meaningful engagement, we aim to enhance operational efficiency and uphold the beautification of our community.

Refuse Control

Special Services Refuse Control Section enforces littering, illegal dumping and debris on lot etc., to determine if a property is in violation of the Richland County Ordinance, Chapter 12.

Refuse Control Officers may issue warning notices and citations to ensure compliance.

If properties are not brought into compliance, citizens can be summoned to appear in Magistrate Court for more stringent measures, i.e. fines up to $1,092.50, up to and not more than thirty (30) days imprisonment, or both; and removal of items from the property by County at the property owner’s expense if the property is declared a public nuisance.

Community Service

Special Services Public Service Employment Monitoring Program (PSEM), better known as the Community Service Program, allows citizens to continue their education and employment in lieu of incarceration.

Defendants are referred to the program through the Solicitor’s Office, Magistrates Office, and Department of Probation, Parole and Pardon.
