Step 2.Richland County Utilities will check for available connection points as the next step in the process outlined below.

Process Steps

  2. Richland County Utilities will check for available connection points.
  3. Richland County Utilities may issue a letter of "Willingness to Serve Letter" or a letter indicating we do not have capacity. These letters do not guarantee capacity.
  4. Prior to submitting for new services, verification must be provided showing all Parcels located within Unincorporated Areas of Richland County are properly zoned. Other local agencies may have different requirements for the specific type of development proposed and will be handled on a case-by-case basis.
  5. A preliminary specification or plan for the subdivision is preferred.
  6. Upon receipt of a "Willingness to Serve Letter" the developer can begin completing the Delegated Review Program (DRP) Submittal.
  7. Once the Delegated Review Program (DRP) is completed, Richland County Utilities will submit it to the South Carolina Department of Health and Environmental Control (SCDHEC) to issue a Permit to Construct (PTC).
  8. A pre-conference meeting with the developer is required prior to initiating construction.
  9. Tests such as force main, manholes, mandrel, etc., are required by Richland County Utilities regulations and specifications in the Regulations and Specifications Manual and comply with R61-67 and the permit to construct (PTC).
  10. Once Richland County Utilities approves the tests and other documents, the Engineer has to submit a package to Richland County Utilities to be submitted to South Carolina Department of Public Health to issue a Permit to Operate (PTO). The PTO from the SC Department of Health, the deeds, and the easements executed are required.
  11. Richland County Utilities will take ownership of the subdivision or the projected sewer system, where its responsibility is noted on the approved plans. The one-year warranty by the contractor is required from the date of acceptance.
  12. All manholes and clean-outs need to be visible and above ground once the home and landscaping are completed.

Willingness to Serve Fees

  • Capacity Request: Initial Inquiry Plus up to 2 Revisions: $100.00
  • Capacity Request (Revisions): Each additional Revision: $50.00 Capacity
  • Request with Pump Station: One-Time Fee: $1,000.00

Plan Review Fees

  • Project Plan Review up to 100 REUs: Initial Plus up to 2 Revisions: $1,000.00
  • Project Plan Review over 100 REUs: Initial Plus up to 2 Revisions: $5,000.00
  • Project Plan Review more than two follow-ups: Each $500.00
  • Pump Station Review: Each $1,000.00

Inspection Fees

  • Project Inspection: Initial and One Follow-up Final Inspection: $1,500.00
  • Project Field Changes (after Plan Approval): Per Field Modification: $500.00
  • Pump Station Inspection: Each $1,250.00

Legal and Administration Fees

  • Project Closeout: Each $500.00
  • Off-site Right of Way: Each $500.00
  • Developer Agreement: Each $1,000.00

Fines

  • Illegal Tap Fines: + Permit Cost + Repairs + Admin Fee: $500.00

Fat, Oil, and Grease (FOG) & Private Pump Stations Fees

  • Food Service Establishment (FSE) Review: New Commercial Utilities: $500.00
  • Food Service Establishment (FSE) Inspection: Site or Construction Commercial Utilities: $250.00
  • Food Service Establishment (FSE) Monthly: Monthly Inspection Fee: $20.00
  • Individual Pump Station Service Call: Service Visit Fee: $20.00
  • Individual Pump Station Inspection: Initial Pump Station Connection: $500.00
