Since 1999, the Richland County Ombudsman’s Office has been here to make it easier for you to connect with your local government. Think of us as your go-to team for help with questions, concerns or requests for service.

Judy Carter has led the Richland County Ombudsman’s Office since its creation in 1999, serving the County for more than 34 years. A certified customer service facilitator, Judy is dedicated to delivering exceptional service and holds her team to the same high standards. Her leadership is rooted in a commitment to accountability, respect, and helping residents confidently navigate local government.
