Planning and Development Services

The Planning and Development Services Division helps guide growth in unincorporated Richland County to protect public health and safety, support vital services, and ensure that new development aligns with local ordinances. Our goal is to help create a well-designed, livable, and sustainable community.

We put long-term planning into action through tools like the Comprehensive Plan and Neighborhood Master Plans. Our team reviews new developments, redevelopment projects, and changes to existing buildings to make sure they meet zoning regulations—covering everything from building height and lot size to setbacks, density, and land use.

We also connect developers, property owners, and residents with key decision-making bodies like the Planning Commission and Board of Zoning Appeals, helping to ensure a smooth and transparent process.

All of our work is centered on promoting economic vitality, protecting the environment, and enhancing quality of life for everyone in the community.

Community Engagement

Planning and Development Services staff actively participate in the community by attending HOA meetings, County Council town halls, and County-sponsored planning meetings and events. In addition, staff are frequently invited to speak on a range of planning topics at civic events, professional organization meetings, and career fairs—helping to educate, inform, and foster community relationships.
