Starting a Business in Richland County

This guide outlines the basic steps to open a business in unincorporated Richland County. Whether you’re starting a home-based business, opening a storefront, or offering services, this will help you know where to begin.

In Person (Required)

Step 1.Start with the Business Service Center

Every new business must complete the following:

These forms begin the licensing process. The Clearance Form helps track what documents or licenses are needed and collects approvals from other County departments.

Step 2.Zoning Review

Once your forms are reviewed by the Business Service Center, you will visit Zoning who will review your business location and activity:

  • Commercial locations must be reviewed to ensure the business type is allowed at that address.
  • Home-based businesses will need to complete a Home Occupation Form(PDF, 1MB).

Zoning approval is required before a license can be issued.

Step 3.Other Requirements (If Applicable)

Some businesses will also need approvals from other departments, depending on the business type and location:

  • Building Inspections/Permitting – for commercial locations or contractors
  • Fire Marshal – commercial locations
  • Other agencies – some business types have additional department/agencies requirements

Staff will let you know what applies to your situation.

Step 4.Final Step – Get Your Business License

Once all required forms, documents, and department approvals are complete, return to the Business Service Center. Staff will review everything and issue your business license.

Be sure to bring any final paperwork noted on your Clearance Form.
