Through expert leadership, strategic partnerships, and a focus on meaningful outcomes, we transform funding into measurable impact that improves lives and fosters long-term resilience.
Who We Are
Our department is composed of three core functions, each contributing to a comprehensive strategy that aligns funding with county priorities:
- Community Development Division administers HUD-funded programs, including CDBG, HOME, and ESG, to support housing, infrastructure, and public services for low- to moderate-income residents in unincorporated areas.
- Disaster Resilience and Mitigation Division manages HUD Disaster Recovery and Mitigation grants as well as state and federal emergency funding to support community recovery, infrastructure stabilization, and long-term risk reduction.
- Strategic Grants Oversight provides comprehensive grant writing, technical assistance, and full-cycle management for a wide range of local, state, and federal grants. This function supports departments and external partners in identifying funding opportunities, ensuring compliance, and maximizing community impact.
Community Engagement
The Grants and Community Outreach Department manages both internal and external grant opportunities that benefit Richland County. The Grant Department supports internal departments and external partners by offering grant writing, project development, grants management, and compliance guidance for local leaders. Additionally, the Community Development Division manages programs and grant opportunities that serve the low- to moderate-income residents in unincorporated areas.
Department Head
Sarah Jane Harris, MOL
Director Harris leads programs that support housing, infrastructure, disaster recovery, and community development. With 20+ years in public service and a background in social work, she focuses on partnerships and access. She also serves as a 2nd Lt. in the SC State Guard, supporting emergency response, and enjoys painting, volunteering, and family time.
