Setting the Standard in Financial Excellence

The Richland County Finance Office is responsible for maintaining the fiscal integrity of the County’s financial records.

Our office reports the results of the County’s operations and changes in its financial position to various interested parties such as state and federal grantors, regulatory agencies, and concerned taxpayers.

Functions and Responsibilities

  • Accounts Payable: Providing payments for invoices to County suppliers (vendors).
  • Payroll Processing: Processing and maintaining employee time records and issuing payroll checks.
  • Accounts Receivable: Collecting and processing payments for water, sewer, landfill, and retiree insurance.
  • Reports: Producing financial statements and conducting annual audits.

Stacey Hamm, CGFO

Stacey D. Hamm, a lifelong Richland County resident, is Finance Director for Richland County Government with 30+ years of experience in public finance. She holds degrees from the University of South Carolina and is a past president of GFOASC. Stacey is a CGFO and recognized for her leadership, service, and commitment to financial excellence.
