A Public Hearing will be held on Thursday, April 23rd at 6:00PM in the Council Chambers to present the proposed Substantial Amendments and take public comment. This public hearing will be held in conjunction with another Public Hearing on the 2026 Annual Action Plan process.
Richland County proposes Substantial Amendments to the 2021, 2022, and 2023 Annual Action Plans (AAP) to reallocate $250,000 in Community Development Block Grant (CDBG) Funds from cancelled projects. The proposed Substantial Amendments create two new projects, using $250,000 of unspent CDBG funds currently allocated to LMI economic development activities. The funds will be used to invest in shovel-ready residential blight removal and public facility improvements in unincorporated Richland County.

A 30-Day public comment period will run from Sunday, April 5, 2026 through Monday, May 4, 2026 at 4:00PM. All interested residents and other parties are encouraged to attend this public hearing where they will be given the opportunity to present oral or written testimony concerning the proposed use of Federal funds under the FY 2021, 2022, and 2023 Annual Action Plan Substantial Amendments.
