Plans and Reports

As an Entitlement Community, Richland County receives yearly allocations of three primary grants from the U.S. Department of Housing and Urban Development (HUD) to fund activities that principally benefit low- to moderate-income residents of unincorporated Richland County:

  • Community Development Block Grant (CDBG)
  • Home Investment Partnership (HOME), and the
  • Emergency Solutions Grant (ESG).

The County has a Five-Year Consolidated Plan and prepares a yearly Annual Action Plan (AAP) to engage public input and drive the strategic use of these Federal funds. The County publishes an annual report on the use and impact of these Federal funds called a Consolidated Annual Performance and Evaluation Report (CAPER) in December of each year.

Five-Year Consolidated Plan

In order for Richland County to get federal funds, the County must have a Five-Year Consolidated Plan. This plan requires the County to get input for citizens, particularly the population the plan affects, the low- and moderate-income population, to prepare a plan to identify and prioritize local needs in the areas of affordable housing, neighborhood development, economic development, public services and public works. Annual Action Plan (AAP)

The Consolidated Plan is updated every year with an Annual Action Plan. This plan outlines the proposed projects that will be undertaken for the current program year.

These plans guide activity from October 1 - September 30 each year.

Consolidated Annual Performance and Evaluation Report (CAPER)

The Consolidated Annual Performance and Evaluation Report focuses on resources that were committed and expended during a specified period. The purpose of the Consolidated Annual Performance and Evaluation Report is to allow the public an opportunity to review and comment on progress, achievements, and expenditures of these Federal programs which primarily benefit low- and moderate-income persons in unincorporated Richland County during each program year.

Citizens Participation Plan

As a recipient of funds from the U.S. Department of Housing and Urban Development (HUD), Richland County Community Development is required to outline ways in which the citizens of Richland County can actively participate.

End of Year Review Letter from HUD

Each year, the U.S. Department of Housing and Urban Development (HUD) completes a review of the overall performance for Richland County as a receipt of Community Development Block Grants and Home Investment Partnership federal funds.
