The Procurement and Contracting Office is how Richland County buys the things it needs to operate like equipment, supplies, and services. This includes things like putting out bids, choosing vendors, and managing contracts with companies that do business with Richland County.

Public Opportunities (Solicitation)

Qualified businesses may take advantage of the following bids and requests for proposals. Please make note of closing dates.

Notice to Vendors: To participate, all organizations, businesses, or individuals must Register as a Vendor at the opportunities site and provide a Taxpayer Identification Number and Certification Form (IRS W-9), Certificate of Insurance and Vendor Declaration.

Doing Business with Richland County

You must provide the following before any contract can be awarded:

  • A signed Request for Taxpayer Identification Number and Certification (W-9 form)
  • A current, up-to-date certificate of insurance
  • A vendor declaration of "Yes" that you are authorized to create the account

Optional:

  • Your registration with the SC Department of Labor, Licensing and Regulation, Division of Professional and Occupational Licensing Boards (POL), Office of Board Services (OBS) or any other special licensing
  • Your Richland County business license for working in unincorporated areas
  • Your Small Local Business Enterprise or Emerging Small Local Business Enterprise certification from the Office of Small Business Opportunities
