License (Register), Set Up or Move

Own by Title

In the state of South Carolina, manufactured homes are owned and transferred by Title through the South Carolina Department of Motor Vehicles (SCDMV). The only exception is if the manufactured home is de-titled.

License Where it Resides

Once the Title has been obtained or applied for through the SCDMV, it must be licensed (registered) in the County that it resides. License must be presented to electric supplier before electricity connection. Manufactured homes are licensed (registered) in the Assessor’s Office.

  • A decal must also be purchased and placed on the manufactured home.
  • Every time the manufactured home is transferred, the above process must be repeated.

Set Up, Move, De-title or Demolish with Permits

  • If a manufactured home is to be relocated, statutory procedure must be followed. Moving permits are issued by the Assessor’s office.

Notice: South Carolina law prohibits any person or entity from installing, modifying, altering, or repairing the structural, mechanical or electrical systems of a manufactured home without first obtaining a license issued or recognized by the South Carolina Manufactured Housing Board. S.C. Code Ann. 40-29-20(8).

Manufactured/Mobile Home Set-up Permits must be applied for in person:

You must have ownership in the mobile home to get the decal. A decal will not be issued if you are not listed on the bill of sale or title.

You will need to provide:

  1. Manufactured Home Set-up Application;
  2. Contractor's SC LLR Licensing and Copy of the Homeowner’s ID;
  3. Copy of the Recorded Plat;
  4. Must show proposed locations of home;
  5. Distance to lot-line needs to be noted for set-backs;
  6. DHES Perc Test Letter: Septic Tanks 803-898-3432;
  7. 911 Address;
  8. Title to the home/Sales Agreement with owners’ name.

Set-up Inspection required: (the following will be inspected)

  • Richland County Decal and Permit Card;
  • 911 Address on Mailbox and Home - Home Setbacks;
  • Underpinning / Skirt / Plumbing Connections and insulation;
  • Stairs and Landings (Front and rear);
  • Electrical connections from Power Pole to MH The inside panel;
  • Breaker size for outside unit;
  • Heating Source of the home; and
  • Smoke Detectors/Carbon Monoxide Detectors.

If you are moving the home into Richland County from another county, you need to provide a copy of the prior County's moving permit and paid tax receipt.

Property not served by a local sewer district:
Apply for a septic tank permit online or at 8500 Farrow Rd, Columbia, SC 29203, Building 12. The telephone number is 803-896-0620. Your final approval letter must be obtained before the Manufactured Home permit is issued.

Property served by a sewer district:
Requires payment of a sewer tap fee before a permit to set up your manufactured/mobile home can be issued. You may contact them at 803-401-0057.

City sewer:
Information may be obtained from the City of Columbia Sewer Department, located at 1136 Washington Street. You may contact their office at 803-545-3400.

Bill of sale or title, Picture ID, plat and septic tank inspection letter (bring the documents to 2020 Hampton St. or attach documents to online application).

If the title or the bill of sale is in an LLC or Business name:
Provide Business Operating Agreement or documentation of how you are affiliated with the business.

Check/money order made payable to Richland County Treasurer for $147.18.

  1. Information will be sent to Zoning & Addressing for approval.
  2. Permits Division will then issue the permit.
  3. The decal will be mailed to address that is provided.

Moving

Information needed for the Moving Permit

  • Copy of the title
  • Driver’s License of the owner
  • Driver’s License of person requesting the permit (if different from owner)
  • What Mobile Home you are moving (Tax Map #)
  • Owner’s Name
  • Current Location
  • Decal Number
  • Where is the Mobile Home being Moved?
    -New Address
    -County (if out of Richland)
  • Transport Company moving home

Moving out of the County

  • Can be done in person or through email
  • Paid pre-tax bill required before permit is issued

Moving within the County

  • Can be done in person or through email
  • No pre-tax bill needed
  • Richland County permitting office requires a licensed transport company

Sale/Title Transfer

Notify Assessor’s office within 15 days of title transfer, in person or by email.

Provide the following:

  • Copy of the new title from SC DMV
  • Copy of Government Issued Photo ID (name must match the title)
  • $5 fee for the new decal

De-title

Steps to De-title

  1. Building Inspections Department: Obtain packet for de-titlement at 2020 Hampton St., 1st Floor, Ste. 1020, Columbia, SC 29205.
  2. Zoning Department: Applicant must verify that the mobile home can be de-titled in their zoning area. Also 1st floor beside the Building Inspections Department.
    **Mobile home and land must be in the same name to de-title**
    p. 1: Retirement of Title Inspection Request: filled out by the land owner
    p. 2: Permanent Structure Inspection Checklist: Items 1-11 will be checked off by the building inspector and needs to be provided to the building inspector at the time of inspection.
    Zoning Approval: Needs to be filled out and signed by the Zoning Department.
    The packet will then come back to the Building Department where copies are made.
    The homeowner will be required to pay the $142.18 fee at this time.
    Flood Zone must be verified at this stage by the Flood Zone Manager.
    p. 3-4: Manufactured Home Affidavit for Retirement of Title Certificate
    Must be filled out at the Register of Deeds and notarized.
  3. You'll return the completed packet to the Building Inspections Department for review, approval and setting up an inspection.
  4. Upon passing the inspection, the following documents will need to be recorded at the Register of Deeds Office at 1701 Main St. #101, Columbia, SC 29201.
    a. Manufactured Home Affidavit for Retirement of Title Certificate.
    b. Permanent Structure Inspection Check List completed by Building and Inspections.
    c. Copy of the Department of Motor Vehicles Form 400 completed.
  5. Once all documents have been recorded at the Register of Deeds, the following documents must be submitted to the Department of Motor Vehicles for the Title to be retired.
    **Must be mailed to the DMV**
    a. Recorded copy of the Manufactured Home Affidavit for the Retirement of Title Certificate.
    b. Title for the Mobile Home
    c. Lien Release (if applicable)
    d. Current year’s property tax receipt for the mobile home
    e. $50 De-Titling Fee
    f. Completed Department of Motor Vehicle’s Form 400
  6. Provide the Assessor’s Office with a copy of the Retirement Letter from Department of Motor Vehicles confirming that the title has been retired.

Demolition

  • A copy of the mobile home title must be provided.
  • Most recent tax receipt reflecting that all taxes are current.
