Auto-draft

The Bank Draft program is a complimentary service that allows you to have your water/sewer bills paid each month directly from your checking or savings account without having to worry about writing and mailing a check.

Will my account be drafted this month?
You will need to pay your current invoice in full and sign up for the draft by the 25th for the draft to start the following month. You must have a zero balance for your draft to be approved.

After I apply, how quickly will bank draft start?
A customer should allow thirty (30) days for the electronic transactions to begin. When it begins, your water/sewer bill statement will state Do Not Pay – Auto Draft.

What day of the month will the draft debit my bank account?
Your account will be drafted the 15th of each month, or the following business day if the 15th falls on a weekend or a banking or County holiday.

What should I do if I move or change bank accounts?
You must notify the Finance Department at least fifteen (15) days prior to any changes made to your bank account. Early notification will prevent us from debiting a closed account in error. If you are moving, please notify us, so that we can make the appropriate changes to your Bank Draft.

If you see a problem with your monthly bill, you may submit a request for a bill adjustment by completing the Request for Bill Adjustment form(PDF, 83KB) and returning it by mail, in person, or by fax to:

Why is my sewer bill a set amount unlike my water bill?

Richland County Utilities charges a flat rate for sewer services because it cannot base fees on actual water usage for properties served by a different utility provider. As a self-supporting entity, Richland County Utilities relies on user fees and charges for its services. To ensure long-term sustainability, an independent outside consultant conducts a rate study to determine the necessary fees for the utility.

What do I do if my service is interrupted due to delinquency of my account?

If your service has been interrupted due to delinquency, an additional fee will apply to restore service once the past due balance is paid. After payment, Richland County Utilities will restore service by the end of the following business day. Service will only be restored during normal business hours (7 a.m. to 4:30 p.m.), and not on weekends or holidays. For example, if payment is made on Friday afternoon at 3 p.m., service will be restored by 4:30 p.m. on Monday. Payments for service restoration must be made to the Finance Department at 2020 Hampton Street in Columbia, using credit/debit cards, cash, or money orders.
