Richland County offers and funds a variety of programs and services to improve the quality of life for individuals, neighborhoods, and communities.

Partnerships with neighborhoods, non-profits, faith-based organizations, developers and bankers allow us to improve the quality of life and continue to make Richland County a great place to be.

The County's programs help increase homeownership, build neighborhood capacity, keep seniors aging in place, develop affordable housing, improve public facilities, and provide grant opportunities for local organizations.

Homeownership Assistance

Status: Open

Eligibility: Eligibility for the program is determined by income thresholds by set by HUD for household income.

Project Criteria: Only single-family detached structures are eligible and must pass an inspection. Max purchase price for existing home is $228,000; new construction $273,000.

Minor Home Repair

Status: Closed

Eligibility: Eligibility for the program is determined by income thresholds by set by HUD for household size, location, homeownership and occupancy requirements, and additional County requirements including inspection. Only single-family detached structures are eligible.

Project Criteria: Eligible repairs include accessibility improvements (ADA ramps, grab bars, handrails, banisters), water heaters, electrical, roof, windows, floors, and HVAC.

Affordable Housing Development Grants

Status: Opening Soon

Eligibility: Affordable housing developers and programs with a proven track record in the development and management of affordable and workforce housing.

Project Criteria: Projects for new construction of owner-occupied or rental housing, rehabilitation of owned or rented homes, new construction of transitional housing, and more.

Neighborhood Enrichment Projects

Status: Applications for 2027 projects will open in December

Eligibility: Any neighborhood-based organization located in incorporated or unincorporated Richland County.

Project Criteria: Projects are meant to improve, enrich, or benefit an entire neighborhood. Projects must cater to a neighborhood and its residents, involve neighborhood residents directly in all phases, comply with applicable Federal, State, County, and, where applicable, municipal codes, and be achievable within the Fiscal Year funded.

Community Impact Grants

Status: Applications for 2027 funding will open in December

Eligibility: Organizations that are determined as charitable under Section 501(c)(3) of the Internal Revenue Code and nonprofit organizations registered as a charity with the Secretary of State. Richland County will not award grants to individuals, fraternal organizations and organizations that support and/or endorse political campaigns.

Project Criteria: The activity meets service-type activities outlined in the organization’s mission, long-range plans, goals and the activity, in whole or in part, provides opportunities for underserved populations in Richland County. The activity provides solutions by way of systems or approaches that can prevent, mitigate or resolve individual, family, or community problems as outlined in the categories of the application.

Eligibility: Public, private, and alternative schools located in Richland County or serving Richland County students are eligible to apply.

Tourism Promotion

Hospitality Tax Grants

Status: Applications for 2027 projects will open in December

Eligibility: Organizations and projects whose primary mission is to attract tourists by promoting dining and overnight accommodations in unincorporated areas of Richland County.

Project Criteria: Programs must take place in areas where Richland County collects hospitality taxes. Programs must draw tourists who will eat at restaurants and bars.

Status: Applications for 2027 projects will open in December

Eligibility: Tourism-related projects that occur in Richland County. Events should promote overnight accommodations in unincorporated areas of Richland County.

Project Criteria: Programs and events that draw tourists into Richland County who will generate overnight hotel sales.
