The purpose of these public hearings are to gather information on needs and requests for financial assistance for programs and activities for funding under the County’s Five-Year Consolidated Plan for FY 2022-2026, Annual Action Plan for 2022 and HOME ARP Allocation Plan which the County will submit to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG), the HOME Investment Partnership Program (HOME) Funds, and HOME-ARP Funds.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of Richland County and the use of CDBG, HOME and HOME-ARP funds to address those needs over the next five (5) years.

Richland County Government is one of two counties in South Carolina to receive approval for the U.S. Department of Housing and Urban Development for its 2017-2021 Assessment of Fair Housing (AFH) study. The other county to receive approval is Horry County. The AFH will be used as a guide by the Community Development Division to tackle barriers to fair housing choice. Click for details.
County Council approved Community Assistance Provider (CAP), a Richland County Community Housing Development Organization (CHDO) a grant in the amount of $528,144.00 for the construction of eight workforce housing rental units at Shakespeare Crossing. CAP submitted their proposal to receive YR2018 /19 and YR 2019/20 Home Investment Partnership funds for this project.
