Presentation of Resolutions

  1. Timothy Ford: Deputy of the Year – Mr. Pearce and Mr. McEachern presented this resolution honoring Timothy Ford for being selected as Deputy of the Year for his countless acts of contribution and support of the Richland County community.
  2. Keenan High School: High SAT Scores – This item was deferred to the first Council meeting in October.
  3. Chef François Fiséra – This item was moved to the Approval of Resolutions section of the agenda.

Approval of Resolutions

  1. Richland Northeast High School Girls Soccer Team – This item was unanimously approved.
  2. Richland Northeast High School Boys Track and Field – This item was unanimously approved.
  3. Chef François Fiséra – This item was unanimously approved.
  4. Solid Waste Director Sack Edge Retirement – This item was unanimously approved.

Report of County Attorney for Executive Session Matters

  1. Status and Approval of Reapportionment Process – The County Attorney was directed to retain counsel in this regard.

Adoption of Agenda – The agenda was adopted as amended, with the following changes:

Report of County Administrator

  1. Fall Council Retreat – The County Administrator reminded Council of the Fall Council Retreat scheduled for Tuesday, October 9th from 1:30 to 8:30 with dinner catered about 5:30. The location has been tentatively set for the Congaree National Monument facilities, and this will be confirmed with Council members as soon as the location has been verified.
  2. Unity Concert – The County Administrator reminded Council members that Richland County, the City of Columbia, and Lexington County have arranged a Unity Concert to remember the victims from last Tuesday’s terrorist attacks on the World Trade Center and the Pentagon. The concert will be at Finlay Park from 7:00 PM until 8:00 PM. A van will be available for Council members to go together to the concert following the Council meeting.
  3. Richland County Community Health Care Center Groundbreaking – This event will be held in Eastover on Saturday, September 22nd.
  4. Local Option Sales Tax – The local option sales tax working lunch meeting for local officials scheduled for Thursday, September 20th in the Administrator’s Back Conference Room has had 42 people respond to the invitation and indicate that they plan to attend.
  5. Central Midlands Council of Governments – This organization is having a grassroots conference whose focus will be improving the business climate in the Midlands area.
  6. Girl Scouts Women of Distinction – The Girl Scouts are having a luncheon honoring women of distinction to showcase positive female role models for the Girl Scouts. This event will be on October 31st at the Sheraton for $35/person.
  7. World Affairs Council: Terror in America – The World Affairs Council hosted a meeting tonight at 7:30 discussing how to respond to terrorist attacks in the Richland County area. The meeting was held at the same time as this Council meeting.
  8. New Deputy Planning Director – Milton Pope introduced the new Deputy Planning Director, Michael Criss, to the Council members.

    1. Local Option Sales Tax Ordinance – Third reading approval was given. Action: Legal/ Administration

2. Report of Economic Development

    1. Ordinance: Fee Agreement for SYSCO – First reading approval was given. Action: Legal/ Administration
    2. Ordinance: Multi-County Industrial Park Expansion for SYSCO – First reading approval was given. Action: Legal/ Administration
    3. Ordinance: Multi-County Industrial Park Expansion for Verizon – First reading approval was given. Action: Legal/ Administration

3. Motion Period/Announcements

    1. Smith: Richland County received a check for $100 from Lonnie Shealy for disaster relief for victims of the Pentagon and World Trade Center attacks.
    2. Mizzell: made a motion to approve without reference two resolutions recognizing the Richland Northeast High School girls’ soccer coach as "Coach of the Year" and boys’ track and field coach as "Coach of the Year."
    3. Scott: requested that a report be given at the Development and Services Committee addressing concerns regarding "flaglots" in Richland County.
    4. Scott: requested that a personnel item be placed on the next Council agenda for executive session.
