Adoption of Agenda – Adopted as amended, deleting Item 3-a from the Consent Agenda.

Approval of Minutes

Regular Session: July 17, 2001 – Motion passed, the minutes were approved.

Special Called Meeting: July 23, 2001 – Motion passed, the minutes were approved.

Zoning Public Hearing: July 23, 2001 – Motion passed, the minutes were approved.

Report of County Administrator

  1. FEMA Meeting – Michael Brown of FEMA met with local officials to discuss the distribution dates for the FEMA maps. The maps will be provided "on or about" August 15th.
  2. SC Association of Counties Conference – Richland County presented its application for the J. Mitchell Graham Award, highlighting the many educational and developmental programs initiated in the last year at the Alvin S. Glenn Detention Center, at the SCAC Conference in Hilton Head on Thursday, July 26th.
  3. Presentation of Application – The application did not win, but the County Administrator would like to present the video portion of the application at the September 4th Council meeting so all Council members and the public may view the eight (8) minute presentation.

Approval of Consent Items

Items 1-b, 1-c, 1-d, 1-e, 1-f, 1-g, and 2-a were approved on the Consent Agenda.

1. Second Reading Items

  1. Ordinance Amendment: Extension of Interim Zoning and Land Development – Second reading was given. Council requested that staff provide them a report on the money already spent on this issue, the money that is anticipated still to be spent, a plan on how the ordinance will be implemented, and what obstacles remain to that implementation. Action: Administration/Planning

  2. Administration, Enforcement and Penalties: Text Amendment – Second reading approval was given to an ordinance amendment regarding the payment of fees and charges. Action: Legal/ Planning

  3. Compassionate Land Use – Second reading approval was given to an ordinance amendment regarding temporary nonconforming dwelling use. Action: Legal/ Planning

  4. 01-34MA, Clay Hooker, From RU to C-3, 03300-03-18, 1001 Dutch Fork Road – Second reading approval was for this zoning change request. Action: Legal/Planning

  5. 02-01MA, Dawn Mangum, From RU to C-1, 03300-07-06, Farming Creek Road – Second reading approval was given for this zoning change request. Action: Legal/Planning

  6. 02-08MA, Joseph & Jennifer Sharpe, From RU to C-3, 14900-02-03, 10405 Wilson Boulevard – Second reading approval was given for this zoning change request. Action: Legal/Planning

  7. 02-09MA, Betty Glen, From RS-1 to RU, 0770-03-19 & 20, Heyward Brockington – Second reading approval was given for this zoning change request. Action: Legal/Planning

  8. Local Option Sales Tax Ordinance – Second reading approval was given. A public hearing shall be scheduled, followed by a work session by Council. Only then shall this item return to the agenda for third reading. Action: Clerk Of Council/Administration

2. Report of Administration and Finance Committee

  1. Auditing Contract Extension for GASB34 – The Council approved an extension to the auditing contract with the current auditing company, Elliott Davis, LLP, for the next fiscal year, in the estimated amount of $78,000, in order to provide a smooth transition to the first year of implementation of the new auditing requirements associated with GASB34. Action: Finance

3. Motion Period/Announcements

  1. Pearce – Council Member Pearce requested that the Rules and Appointments Committee consider adding the rule that the Pledge of Allegiance be spoken before each County Council meeting.
