CITIZEN'S INPUT - Several citizens spoke to issues found on the agenda.

APPROVAL OF MINUTES

- Regular Session, May 9, 2000 - Adopted as submitted.

ADOPTION OF AGENDA - Adopted with addition of execution session matter, McClanahan vs. Richland County, and a second reading item, Lease Agreement with Columbia Telecommunications Company. Under 1f, the word "quit-claim" was deleted from the title of the item. Also, Council allowed anyone present for the Budget Public Hearing to speak during citizen's input but announced that the Budget Public Hearing will be rescheduled.

PRESENTATION OF PROCLAMATION - Greg Pearce presented to the Board of Directors of the Columbia Area Mental Health Center a Proclamation recognizing the month of May as Mental Health Awareness Month in Richland County.

BUDGET PUBLIC HEARING - Rescheduled for June 6, 2000.

REPORT OF COUNTY ATTORNEY FOR EXECUTIVE SESSION MATTERS -

  1. Legal Briefing: Richland County Detention Center/SBA Towers litigation - The County Attorney reported no other executive session items besides these listed and McClanahan vs. Richland County added during adoption of the agenda.

REPORT OF COUNTY ADMINISTRATOR

  1. Update on the County Administrator - Milton Pope reported that Cary McSwain will see his physician this Friday the 19th and if he receives clearance from the doctor, will be returning to work next week.
  2. Budget Schedule - Milton Pope announced the upcoming schedule of budget meetings:
    May 17th 4:00 pm - work session on General Fund
    May 22nd 4:00 pm - work session on big ticket items
    May 23rd 4:00 pm - work session on water and sewer
    May 23rd after A&F - First reading of the budget during Special Called Meeting

1. THIRD READING ITEMS

  1. An Ordinance amending the FY 99-00 General Fund Budget to add one hundred thousand dollars ($100,000) from undesignated, unreserved, general fund balance to provide funding as needed to fund current operations of the Eau Claire Cooperative Health Center as needed. If a resolution is found between Eau Claire Cooperative Health Center and Palmetto Health Alliance then Palmetto Health Alliance will reimburse Richland County for the $100,000 appropriation - Public hearing held. Deferred action until June 20th Council Meeting. Info: CLERK OF COUNCIL
  2. 00-24MA, Kevin Meetze, from RU to M-1, E/S Howard Coogler Road - Third reading approval given to this rezoning request. Action: PLANNING/ZONING
  3. 00-25MA, Stewart Mungo, from RU to PUD, Koon Road - Third reading approval given to this rezoning request. Action: PLANNING/ZONING
  4. 00-26MA, Stewart Mungo, from RU to PUD, Kennerly Road - Third reading approval given to this rezoning request. Action: PLANNING/ZONING
  5. Ordinance authorizing an assignment from Lamson & Sessions to Quatro Mid-Atlantic of of Lamson & Sessions' interests in the County-Lamson & Sessions FILOT Lease as to the real property portion of the project; a County-Quatro FILOT Lease; and related amendments to the County-Lamson & Sessions Inducement Agreement, FILOT Lease and Escrow Agreement - Third reading approval as amended. Action: LEGAL/ADMINISTRATION/CLERK OF COUNCIL
  6. Ordinance authorizing deed to Richland County School District One - Third reading approval. Action: LEGAL

  1. Budget Amendment for the Atlas Road Sewer Project - Second reading approval of an appropriation in the amount of $48,900.00 from the fund balance to provide a cash match for the Atlas Road Sewer Project. Info: ADMINISTRATION/FINANCE
  2. 00-09MA, Andrew Weddle, from M-2 to RG-2, 400 Heyward Street - Second reading given to this zoning change. Info: PLANNING/LEGAL
  3. Lease with Columbia Cellular Telephone Company - Second reading approval for an ordinance authorizing the execution of a lease with Columbia Cellular Telephone Company for construction and operation of cellular communication devices at the Judicial Center. Further, authorized Company to proceed with installation at their own risk prior to third reading. Info: ADMINISTRATION/LEGAL
